Alphonse MacNeil was a member of the Royal Canadian Mounted Police for 38 years. He was posted to five Divisions and retired at the rank of Assistant Commissioner in April of 2014.  Upon retirement he became a private consultant specializing in policing, major event security, leadership training, threat risk assessments and operational and organizational reviews.

His law enforcement career includes working at the municipal, provincial, national and international levels. He has extensive frontline policing experience in General duty, Drug Investigations, Major Crime investigations, Federal Enforcement and Protective Policing.

As a senior manager within the RCMP he led several national programs, including Canada’s Air Marshall Program and was elected as Chair of the International In-Flight Security Officer Committee.

In 2010 he was responsible for the provision of security to the leaders of the world as he led the Integrated Security Unit for the 2010 G8 and G20. This remains the largest deployment of security personnel in Canadian history with over 20,000 police officers and private security deployed.

 

Between 2010 and 2014 Alphonse was the Commanding Officer of the RCMP in Nova Scotia.  

He has assisted local police and governments in the United States, South Korea, Australia, Singapore and Northern.

Ireland with analysis of security plans, examination of sites and the provision of advice and presentations on major event security.  

 

Following his retirement from the RCMP, Alphonse conducted the review of the murder of three RCMP members in the line of duty in Moncton. He provided the RCMP Commissioner with a report that included 64 recommendations that would contribute to the safety of police officers from all services across the country.

 

Alphonse has conducted numerous reviews at the Federal, Provincial and Municipal level. As part of his work as an instructor and coach he provided training in Ukraine to the Ukraine Patrol Police.  

In recent years he has been engaged in providing leadership and conflict management training to law enforcement personnel in the Atlantic Region.

Alphonse has received recognition for his work as a member of the RCMP, including a Commissioner’s Commendation, the Queen Elizabeth II Diamond Jubilee Medal and the Order of Merit of Police Forces.

The Centre of Excellence’s Board of Directors oversees the operations and financials of the Centre of Excellence as a not-for-profit, and includes veterans, industry leaders, and chronic pain experts from McMaster University Faculty of Health Sciences and Hamilton Health Sciences Corporation.
